Pittston Township is committed to maintaining safe, healthy neighborhoods and supporting humane solutions for managing community cats. Under Ordinance 7-03 of 2026, the Board of Supervisors has officially established the Community Cat Caregiver Program.

This ordinance creates a structured framework for residents who care for outdoor, unowned community cats, emphasizing responsible management, public safety, and public health standards.

Program Overview

The Community Cat Caregiver Program supports Trap-Neuter-Vaccinate-Return (TNVR) practices to stabilize and reduce free-roaming cat populations humanely. Under the ordinance, registered caregivers serve as authorized caretakers for local community cats, helping ensure animals are spayed/neutered and vaccinated against rabies.

Key Caregiver Requirements & Standards

Authorized caregivers operating under Ordinance 7-03 are expected to adhere strictly to township standards, including:

  • Registration & Authorization: Caregivers must submit an application to receive an official Pittston Township Authorized Caregiver Placard for their registered location. Placards must be placed in the front window of their registered location.

  • Rabies Vaccination & Sterilization: All community cats under a caregiver’s care must be spayed or neutered and vaccinated against rabies.

  • Property Access & Feeding Standards: Feeding must occur on approved property during designated times, and unused food must be promptly removed to avoid attracting wildlife or pests.

Important Notice on Compliance: All individuals caring for community cats must follow the regulations outlined in Ordinance 7-03 of 2026. Registered caregivers who fail to adhere to program rules, as well as unregistered individuals found in violation of the ordinance, are subject to code enforcement action and applicable fines.

Residents actively caring for community cats or interested in becoming an authorized caregiver under Ordinance 7-03 of 2026 can obtain an application and a complete copy of the ordinance requirements through the Township:

  • In-Person: Visit the Pittston Township Municipal Office during regular business hours.

  • Online: Registration form could be found on our website, completed, and returned to the Township Municipal Office during regular business hours. Upon completion of application, registrants will receive an official Pittston Township Authorized Caregiver Placard from the Township Office.
